Bundle compliance findings by regulation for the GRC grid.

Hides auto_resolved findings by default — these are stale rows that a previous re-scan no longer reported. Pass include_auto_resolved=true to opt into seeing them (e.g. for an audit-trail view). Mirrors the default on GET /cards/{id}/compliance-findings.
