Get Sponsor Button Enabled

GET 
/api/v1/settings/sponsor-button-enabled

Public endpoint — returns whether the Sponsor button is shown in the user menu.

Defaults to True so existing installations keep showing it; administrators can hide it from the avatar menu via the admin UI. It always remains reachable from Admin → Settings regardless of this flag.
