Org-wide stakeholder directory keyed by card type → role → users.

Powers the Stakeholder directory widget on the Admin tab. Returns the whole (card type → role → user → cards) tree in one round-trip, including each user's cards so the widget can expand a chip and show the cards inline without an extra fetch.
